It wasn’t an Olympic test match, but Japan got to see how  Tokyo Stadium looks and feels like when the world comes to it.

On September 20, the 2019 Rugby World Cup commenced at Tokyo Stadium in rousing fashion as  Japan defeated Russia in a stirring start to this increasingly popular rugby union world championship.

Tokyo Stadium, which is about 18 kilometers west of the National Stadium in Yoyogi, will be the site of Olympic rugby, soccer and the pentathlon in 2020. On the second day of the Rugby World Cup, I was at Tokyo Stadium for a match between Argentina and France.

Fans from all over the world filed into the stadium, many of them making their way by train, and then taking a short 5-minute walk from Tobitakyu Station on the Keio Line to the Stadium. The path to the stadium was lined by volunteers who were there essentially to smile and wave us on. As a tv commentator said, the volunteers make the entry to a stadium feel like you’re at Disneyland.

Inside the stadium, the atmosphere was electric as fans from France and Argentina competed to be heard, and the inevitable “wave” increased intensity as it rolled around and around. As a bonus, the game was a nailbiter.

Despite falling behind 20-3 at the half, the light blue and white striped team from Argentina burst into the second half with two quick tries to pull within 3 of France, and eventually took the lead with a penalty kick. But the fans from France had to fret for only a couple of minutes when a drop kick from a recently added substitute pushed France back in the lead 23-21. And when a potentially game-winning penalty kick by Argentina went slightly wide, Les Bleus had won their opening match of the tournament.

Right after the match ended, the fans filed out very quickly, made their way to the crowded station, and yet filled trains back into town. While security might be a tad greater for the Olympics, this match was an indication that getting in and out of Tokyo Stadium by train is a piece of cake. Granted, traffic will be greater as the neighboring facility, Musashino Forest Sports Plaza, will host Olympic badminton and pentathlon fencing.

It’s a bright airy arena – the Musashino Forest Sports Plaza in Chofu, Tokyo.  I attended the NHK Cup on Sunday, May 19, a national championships for artistic gymnastics in Japan, and it was exciting to watch the very best male gymnasts in Japan, and in the world.

Now, if only I could understand what Was going on.

I’m not a deep fan of gymnastics. I knew that Kohei Uchimura, the winner of the previous 9 NHK Cups, was unable to qualify this time around. I knew that one of the most promising young gymnasts, Kenzo Shirai, did poorly to qualify for the NHK Cup, so was not in good shape to win. But I had my guide book and was ready to watch a great competition.

The problem is, the arena – this new arena that opened up in November of 2017 – was so poorly outfitted electronically that it was impossible to know what was going on…unless you were really familiar with gymnastics and could recognize faces and names from a far.

As you can see in the photo at the top of this post, there was only a single large screen to my left. That screen basically provided an NHK feed of the tournament, except without any critical information, like the name of the gymnast being displayed.

In fact, spectators at this new 10,000-seat facility, which will house Olympic badminton, pentathlon fencing and Paralympic wheelchair basketball, were bereft of any basic information about what was happening before them, except for small digital signs at each event site on the floor.

It’s true, that artistic gymnastics, where six different  disciplines are happening at the same time, can be hard for the casual fan to follow. But if the idea is to attract as many fans as possible, particularly casual fans, then providing basic information to the spectator is critical. At the most average arena in the United States, one would expect to see a jumbotron hanging from the ceiling over center court, where the most basic information about scores, player information and video replays can be provided.

But the experience at Musashino Forest Sports Plaza was frustrating at best for the casual observer. You give up to the fact that you have no idea which person is doing what, where and when.

From the sponsors’ perspective, one would hope that their company name and logo is highly visible. But the main arena in Musashino Forest Sports Plaza has no such electronic signage. Instead, small placards hung awkwardly off the edge of the first and second level stands.

If you believe that stadium and arenas should be designed for the spectator (as well as sponsors), then you will have issues with many sports venues in Japan.  Most of the stadium and arena in Japan are owned by government authorities, and that they view these venues as cost centers, not profit centers. In other words, if there is a soccer stadium in some town somewhere in Japan, it will be very hard for a person with an idea to do anything other than soccer in that stadium, this despite the fact that concerts, obstacle sports racing, eSports and other such activities could attract many more and different people.

To change the conservative nature of stadium and arena administrators in Japan, the Japanese government through the Sports Agency have been pushing a plan to triple sports business revenue in Japan from JPY5.5 trillion yen in 2015 to JPY15 trillion yen in 2025. The Sports Agency want stadium and arenas to transform so that they can help contribute to those greater revenues.

In recognition of this need, the Sports Agency published in June, 2017 a report in Japanese called Stadium and Arena Revolution Guidebook. In this report, they highlighted 14 recommendations to drive this revolution.

It was a cold and desolate Sunday when I walked around the grounds of the new Musashino Forest Sports Plaza. Located a short walk away from Tobitakyu Station on the Keio Line, the Musashino Forest Sports Plaza is right next to Ajinomoto Stadium, the home of the J-League Division 1 soccer team, F. C. Tokyo.

There were no events scheduled at either the Sports Plaza of Ajinomoto Stadium on the January afternoon I visited, but come July 2020, this quiet area of Chofu, very near the American School in Japan where my son went to high school, will be filled with thousands of noisy fans. The Musashino Forest Sports Plaza opened on November 27, 2017, the first of eight new permanent Tokyo 2020 venues to be completed. The Plaza will host badminton and pentathlon fencing in the 2020 Olympics, as well as wheelchair basketball during the 2020 Paralympics.

According to this article, the Musashino Forest Sports Plaza is built to serve the community long after the Olympics end. The facilities include a swimming pool, a gym, a multi-use sports area and two fitness studios which are available to the public. The roof of the facilities are made up of solar panels, to help provide a more sustainable energy source.

And in line with Tokyo2020 Accessibility Guidelines, “the facility designed to be accessible to all, including the elderly, people with impairments, parents with infant strollers and those with guide dogs. The main arena has space for wheelchairs, and the space is designed with enough height difference between the rows of seating to ensure that those in wheelchairs can see clearly, even if spectators in front of them stand up.”

Ajinomoto Stadium will also host matches in the soccer competition during Tokyo 2020, and will be called Tokyo Stadium during the Olympics in accordance with its non-commercialization policy.
